Job description
Our client, based in South Devon, is currently recruiting for a Senior Revenues & Benefits Officer on a 6 month temporary contract.
The position is due to start in August on a full-time basis. The hourly rate is £19.40 PAYE or £24.42 via Umbrella for this position.
The ideal candidate will have detailed and comprehensive knowledge of Revenue (Council Tax and enforcement) legislation and previous experience using the Civica Systems – Open revenues.
Duties will include (but are not limited to):
Undertaking prompt and efficient billing, collection, and recovery of monies due to the Council in accordance with legislation, guidance, best practice, and local policy
Making timely and accurate decisions on liability and entitlement to reliefs, discounts, exemptions, and reductions including Working Age Council Tax Reduction claims (WACTR), updating the account, and notifying the decision as required
Ensuring timely and accurate action relating to Direct Debit instructions, including setting up new accounts, amendment of existing instructions, processing BACS errors and warnings lists
Administering refunds, write-offs and tracing absconders
Negotiating payment arrangements in order to maximise recovery and minimise ongoing, escalating debt
Referring appropriate accounts to the Council’s authorised Enforcement or Collection Agents
Initiating ‘Attachment to Earnings’ and ‘Attachment to Benefit’ orders, monitoring arrangements and following up, as necessary
Identifying and escalating cases for ‘last resort’ recovery action including County Court, bankruptcy, insolvency, charging orders and committal
Being proactive in maximising collection and recovery of debt, including participation in targeted activity such as telephone call campaigns
Experience required:
Experience required in a Revenues and Benefits setting (5+ years)
Detailed and comprehensive knowledge of Revenue (Council Tax and enforcement) legislation
Civica systems – Open Revenues
Skills, knowledge and expertise required:
Up to date with changes in legislation
Ability to access, interpret and communicate complex information across a range of disciplines
Compliance and due diligence
