Job description
We are proud to be partnering with a Local Authority based in Hertfordshire, who are looking to appoint a Property Services Manager on a 3-month temporary basis.
This will be a full-time position with hybrid working (2/3 days home working) and a daily rate between £500-550pd via umbrella company.
The ideal candidate will have procuring, managing and delivering projects, with a value in excess of £5m, including devolved budgets and working on commercial stock.
Duties will include (but are not limited to):
Leading on the management and delivery of a capital/planned investment programme for the council’s property portfolio, to meet the aims and objectives of the Asset Management Strategy
Line manages a team of 2x Building Surveyors, 1x Asbestos Surveyor and 2x Repairs Technicians
Lead on developing, writing and consistently reviewing strategies, procedures and processes in relation to key service areas such as, major/planned works, aids and adaptations, damp and mould
Manage the procurement for all aspects of a programme covering a number of service areas including, works, consultancy and legal services
Monitor and report of all aspects of a multi discipline range of projects within a programme including budgets and performance
Analyse complex performance information, identifying trends and implementing changes to address any areas of weakness
Experience required:
Experience in the preparation of drawings, specifications, Bills of Quantities, schedules of rates, types of agreements, and tendering contracts
Experience of procuring, managing and delivering projects, with a value in excess of £5m, including devolved budgets
Contract dispute and resolution including various forms of contract
Skills, knowledge and expertise required:
Excellent programme/project management skills and commercial awareness
Building legislation including Planning, Building regulations, CDM, Health & Safety Legislation and Party Wall Act
A strong knowledge and demonstrable experience of the relevant EU procurement legislation
