Job description
Our client, based in West London, is currently recruiting for a Head of Parking on a 3 month temporary contract.
The position is due to start in November on a full-time basis. The daily rate is negotiable between £500 - £600 per day via umbrella based on experience for this position.
The ideal candidate will have experience working as a Senior Manager in a local authority setting. They will also hold an enhanced DBS taken out within the last three years and also have access to their own vehicle.
Duties will include (but are not limited to):
Overseeing the overall Parking service, including parking enforcement, cashless parking (pay-by-phone), parking IT contract, minor civils & highway maintenance term contracts, and highways & transport framework contract
Providing visible leadership to a team of over 40 staff and exemplifying the values and behaviours supported by the Council including valuing diversity, within and outside the organisation
Leading the operational delivery and performance of services with a focus on robust financial management, project management and service performance in accordance with the Councils policies and procedures
Overseeing all aspects of people management and creating high performing teams through effective management of people providing motivation, support and development and performance management
Spearheading capital and revenue budget management of approx. £15 million within a service area to ensure that resources are deployed to best effect, deliver value for money, are controlled and develop ways of reducing spend levels
Being responsible for the delivery of service projects including leading the project planning process, scoping of work, budgets and schedules, ensuring the delivery of projects to time and budget.
Championing procurement and providing effective management of contractors and other suppliers ensuring the Council gains maximum commercial benefit from the relationships and compliance to contracts
Experience required:
Experience required in Local Government
Senior Management
Skills, knowledge and expertise required:
Successful track record as a senior manager within a frontline service operation with a high level of customer transactions
Driving performance standards and delivering service improvements with clear outcomes for customers
Managing complex IT systems and fully utilizing modern technology for the delivery of high transaction services
Compliance and due diligence
Managing high profile projects from the inception of the idea to delivery, meeting financial and service targets
