Job Role:  Business Intelligence Manager

Responsible To: Director of People & Technology

Responsible For: Business Intelligence Lead x2           

Directorate: People & Technology

Working Arrangements: 1/2 Days in the office (Newton Abbott) Remainder from home

Salary: £52,000

Purpose:   

  • Critical to meeting the requirements of regulation is trusted and well-developed data sets which a Business intelligence (BI) function is pivotal to delivering. This role will be key to furthering the organisations journey on becoming data and insight led leading to improved outcomes for our residents.

  • To develop new tools and systems to facilitate analysis and improved understanding to support the provision of strategic and thematic insight.

  • To develop tools and systems that improve the efficient provision of data from multiple sources to enable analysis to be conducted through data visualisation and reports.

  • To lead the Business Intelligence team and work with the Digital Services team, and external data and  intelligence colleagues to support of key programmes of work, sharing skills, knowledge and insight.

  • To provide specialist advice and guidance on datasets and sources, analysis, research and reporting to users of data and intelligence.

  • To deliver robust and accessible analysis to guide and inform strategic decision making, working directly with the teams internally and in partner organisations.

  • Ensure that all activities undertaken are carried out to the highest standards of integrity and professionalism in accordance with the Company’s policies and procedures.

Key Achievement Areas:

  • Identify, acquire and use data from a range of published and partner-held sources.

  • Review, identify and address gaps in data and analytical processes. This may include developing new approaches to data acquisition and manipulation using a variety of programming and tools

  • Develop tools and systems for the structured storage, maintenance, cleansing, retrieval and manipulation of data. Ensure the delivery of set tasks on monthly, quarterly and annual cycles as require

  • Responsible for dealing with sensitive, confidential and person-identifiable data in accordance with legislation and policies.

  • Be proactive in considering what data can offer and how data can support/influence thinking and planning.

  • Manage data governance and user responsibilities throughout the organisation from strategy through to implementation and providing BI solutions.

  • Understand business requirements in Power BI context and design data models to transform raw data into meaningful insights – create dashboards and interactive visual reports

  • Produce strategic data modelling and forecasting to predict trends and future resource requirements/ performance.

  • Supporting, maintaining, and refining existing reports and dashboards, working closely with data owners to ensure these are fit-for-purpose and streamlined

Data Analysis:

  • Support the production of regular intelligence reports that enable the Board and the Executive Management Team and partners to deliver services and make informed decisions based on the best available evidence.

  • Apply specialised and technical skills, and a high level of numeracy, to analyse and interpret highly complex data, identify local trends and contextual issues relating to service objectives and priorities.

  • Use judgement to resolve highly complex queries where there is more than one possible answer and to decide on the most appropriate solution.

Presenting and Disseminating Analysis

  • Produce and develop reports and other analytical products such as webpages, dashboards, spreadsheets, maps, presentations, infographics and other tools, seeking and incorporating user feedback where possible.

  • Summarise and present sometimes complex data analysis to a range of audiences, using the most appropriate visualisation, dissemination and communication.

  • Derive meaningful insights and powerful narratives from complex data to shape strategic and operational recommendations and decision making.

Working with partners

  • Build strong, mutually beneficial relationships and actively engage with colleagues in the Digital Services team, as well as with partner agencies through formal and informal networks.

  • Keep up-to-date with national and regional data and research developments.

Leadership

  • Coach, inspire, motivate, and seek development opportunities for Business Intelligence as a function

  • Agree SMART objectives for direct reports, conduct appraisals, and ensure effective development plans are in place

  • Lead in creating and maintaining a ‘learning’ environment that facilitates high-quality knowledge transfer within the team.
